2. FTC AI Output Steering Proposal Enters Post-Comment Review

The Federal Trade Commission’s proposed policy statement – framing undisclosed AI output steering as consumer deception under Section 5 of the FTC Act – moved into formal review after its public comment period closed July 31. If adopted, AI companies would face enforcement risk for steering model outputs toward undisclosed objectives without clear consumer notice; companies can mitigate exposure through prominent, standalone disclosures rather than buried terms-of-service language.
3. EU AI Act GPAI Enforcement: AI Office in Direct Bilateral Talks with Anthropic and OpenAI

Two weeks after the EU AI Act’s GPAI enforcement powers activated on August 2, the EU AI Office has entered formal bilateral compliance dialogues with Anthropic and OpenAI – both under scrutiny following their separate AI containment-failure disclosures. Twenty-six GPAI model providers, including Amazon, Google, and Microsoft, are now subject to transparency and systemic risk assessment obligations, with fines up to EUR 15 million or 3% of annual global turnover for non-compliance.
