1. EU AI Act: GPAI Model Enforcement Powers Now Active

The EU AI Office formally activated enforcement powers over general-purpose AI model providers on August 2, with authority to investigate, request documents and model access, and impose fines up to 3% of global annual turnover. New transparency rules also took effect requiring chatbots to identify themselves as AI and mandating machine-readable labels on deepfakes.
2. California AI Legislation Wave Clears Appropriations Committees

California’s bloc of approximately 30 AI bills cleared do-or-die votes at the Senate Appropriations Committee (August 3) and Assembly Appropriations Committee (August 5). Surviving bills advance to full chamber floor votes before the September 12 session deadline.
3. US Army CIO Issues AI Compliance Directive

The US Army’s chief information officer issued guidance requiring all AI products within the service to comply with federal records management, privacy protections, and Freedom of Information Act requirements – the first service-branch AI procurement directive since the White House AI Action Plan.
