1. EU AI Act GPAI Enforcement Powers Now Active
The European Commission’s enforcement and fine powers over general-purpose AI model providers took effect today, with penalties reaching up to 3% of global annual turnover or EUR 15 million. Article 50 chatbot disclosure and deepfake labeling obligations are also binding as of August 2.
2. California AI Transparency Act (SB 942) Now In Effect
California’s AI Transparency Act took effect today, requiring large generative AI providers to offer free AI content detection tools, visible disclosures, and machine-readable watermarks in AI-generated images, video, and audio. The effective date was deliberately synchronized with EU GPAI enforcement, creating a transatlantic content-disclosure milestone.
3. China Formally Denies Moonshot Distillation Claims as BIS Investigation Continues
China’s Foreign Ministry formally denied White House allegations that Moonshot AI distilled Anthropic’s Fable 5 to build Kimi K3, calling the US position a form of AI hegemonism. The BIS investigation remains active with no Entity List designation or sanctions announced as of the latest reports from July 28.
