China’s Interim Measures for AI Anthropomorphic Interactive Services took effect July 15, immediately forcing ByteDance’s Doubao (345 million monthly users) and Alibaba’s Qwen to shut down personalized AI agent features. Doubao users have until October 15 to export their data; Alibaba’s Qwen is offering no migration path.
2. White House Launches “Gold Eagle” AI Cybersecurity Clearinghouse Under EO 14409

The White House launched Gold Eagle on July 14, a frontier-AI-powered vulnerability coordination clearinghouse mandated by EO 14409 to consolidate cybersecurity threat intelligence from government agencies and critical infrastructure partners. It is the first major operational output of the June 2 executive order on AI innovation and security, and is already processing vulnerability data.
3. EU AI Act Transparency Code: Three Days Left to Sign for Presumption of Conformity

Companies subject to EU AI Act Article 50 – covering chatbot disclosure, synthetic content marking, and deepfake labelling – must sign the Code of Practice on Transparency of AI-Generated Content by July 22 to receive a presumption of conformity when enforcement begins August 2. Non-signatories face heightened regulatory scrutiny from day one of the enforcement window.
