1. Inaugural UN Global Dialogue on AI Governance Closes with Call to Act Before 2027

The first-ever dedicated UN meeting on AI governance concluded in Geneva on July 7, with 193 governments calling for concrete implementation before the next session in New York in May 2027. The UN’s Independent International Scientific Panel on AI simultaneously released its first report warning that science “cannot guarantee” frontier AI will not cause catastrophic harm.


2. China AI Companion and Intelligent Agent Rules Take Effect in Four Days

China’s Interim Measures for AI Anthropomorphic Interactive Services - banning virtual companion services for minors and requiring CAC security assessments for emotional chatbot platforms - and the Implementation Opinions on Intelligent Agents - the first national agentic AI regulatory framework - both take effect July 15. AI agents deployed in healthcare, transportation, media, and public safety face mandatory filing, compliance testing, and product recall provisions.


3. EU Digital Omnibus OJ Publication Still Pending; August 2 Enforcement 22 Days Away

The EU Digital Omnibus delaying high-risk AI obligations to December 2027 has not yet been published in the Official Journal, meaning companies cannot formally rely on the extended deadlines. GPAI enforcement and Article 50 chatbot disclosure and deepfake transparency obligations are unaffected and remain on track for August 2.
