The US Department of Commerce approved the broader rollout of OpenAI’s GPT-5.6 family after additional testing and review, ending the restricted trusted-partners period in place since late June. All three models – Sol, Terra, and Luna – go live globally Thursday, July 9, completing the first government-supervised pre-release cycle under EO 14409.

The Commission gains active fining authority over general-purpose AI providers on August 2 – penalties up to EUR 15 million or 3% of global annual turnover – a deadline not deferred by the Digital Omnibus.
