1. UN Global Dialogue on AI Governance Opens in Geneva

The UN’s first intergovernmental AI governance dialogue convened all 193 member states today at Palexpo in Geneva, co-chaired by El Salvador and Estonia. The UN’s independent scientific panel warned that AI capabilities are outpacing governments’ ability to regulate them – co-chair Yoshua Bengio stated that science cannot currently guarantee frontier AI systems will not cause catastrophic harm.


2. EU AI Act Digital Omnibus: OJ Publication Still Pending as August 2 Enforcement Nears

The EU Digital Omnibus has Council approval but has not yet been published in the Official Journal, meaning companies cannot legally rely on the postponed December 2, 2027 high-risk AI deadline. The August 2, 2026 GPAI enforcement and Article 50 transparency obligations are unaffected by the Omnibus and remain in force.


3. Anthropic Deploys Technical Controls to Block Chinese Firms From Offshore Claude Access

Following a Financial Times investigation revealing that Chinese companies including Ant Group and ByteDance were accessing Claude through Singapore subsidiaries and VPNs, Anthropic embedded detection code in Claude Code and added account monitoring and identity verification. CEO Dario Amodei said the company has already foregone several hundred million dollars in revenue enforcing China access restrictions.
